CMR Partners is proud to offer Property Condition Assessment (PCA) and Site Observation Report (SOR) services nationwide, providing lenders, investors, educational facilities, and real estate developers with clear, data-driven insights into the physical condition and performance of real estate assets. 

 

This service includes two levels of assessment: 

• PCA – Property Condition Assessment 

• SOR – Site Observation Report 

 

Each report provides objective, photo-supported observations to help evaluate property risk, confirm ongoing maintenance or construction quality, and identify capital needs. 

 

PCA – Property Condition Assessment: 
A PCA evaluates the property’s major systems and components including structure, envelope, roofing, mechanical, electrical, and plumbing systems to identify deferred maintenance or deficiencies. Assessment includes Capital Expenditure (CapEx) and follows ASTM guidelines for writing PCA reports. It also includes Reserve Analysis, providing a financial roadmap for asset preservation by projecting immediate long-term repair and replacement costs. 

 

SOR – Site Observation Report: 
A SOR documents the current observable condition of the property. For sites under construction, it reviews progress and quality based on documentation such as pay applications or invoices. For stabilized or non-active sites, the focus is on existing conditions, maintenance levels, and additional visible concerns.
